President Truman included civil rights legislation in his domestic agenda as early as 1947. In his 1949 State of the Union address he presented his Fair Deal proposal, which included a number of civil rights initiatives. While very little of the Fair Deal became law, Truman's work did set the stage for later civil rights legislation.
