At the conclusion of a 15-month investigation into abuses of power by the Central Intelligence Agency (CIA), the Church Committee released a two-feet thick report detailing their findings. In addition to illegal domestic surveillance, the Church Committee discovered that the CIA had undertaken assassination plots against foreign leaders and attempted to destabilize other governments. In this televised speech before the committee, Senator Walter Mondale (D-MN) compares establishing accountability for the CIA's actions to "trying to nail Jell-O to the wall".
