Finding new solutions to combat the problem of illegal drugs in the United States led Congress to embark on several key pieces of legislation during the mid-1980s. President Ronald Reagan had previously declared that the United States was fighting a "war on drugs". However, many in Congress saw the administration's efforts as ineffectual. Some Republicans in Congress argued for stricter penalties for those engaged in the drug trade, while many Democrats argued for increased collaboration between state and federal law enforcement agencies and additional programs aimed at rehabilitation treatment for drug users.
