The Immigration Reform and Control Act, known as Simpson-Mazzoli, was first introduced to Congress in 1982. It was the first comprehensive immigration bill introduced to Congress in 32 years, and became one of the most controversial topics of the mid-1980s. Florida Representative E. Clay Shaw, a proponent of stricter immigration regulations, believed that by working for less than minimum wage, illegal immigrants caused a scarcity of jobs for American workers.
