This first United Nations Development Programme Africa Human Development Report shows that rapid economic progress in Africa has not brought food security to much of the population and argues that four actions are needed to remove this insecurity: greater agricultural productivity of smallholder farmers; more effective nutrition policies, especially for children; greater community and household resilience to cope with shocks; and wider population participation and empowerment, especially by women and the rural poor. It illustrates how more productive agriculture will build security by increasing the availability of food and lowering prices, thus improving access and also raising the incomes of farmers, elevating living standards, and improving health and education.
